NOTICE OF SETTLEMENT APPROVAL<\/p>\n

Read this notice carefully as it may affect your legal rights.<\/strong><\/div>\n

<\/div>\n
\nYou are receiving this notice because you\u00a0may\u00a0<\/strong>be eligible for compensation, as explained below.<\/p>\n

WHICH CLASS MEMBERS ARE ELIGIBLE FOR COMPENSATION?<\/strong><\/p>\n

This notice is intended for persons who filed an application with the Quebec Minister of Immigration, Diversity, and Inclusion for a Quebec Selection Certificate (\u201cCSQ<\/strong>\u201d) in the Regular Skilled Worker program and who fulfill the following conditions:<\/div>\n

a)\u00a0Group 1<\/strong>: Individuals whose CSQ Applications were filed between February\u00a01,\u00a02012 and May\u00a031,\u00a02013; whose CSQ Application contained an immigration form A-1520-AA or A-1520-AF indicating that their CSQ application would be processed in accordance with the regulations in force at the time of filing with the MIDI or the language “Your application for a selection certificate will be processed based on the regulations in effect when it was submitted\u201d; and whose CSQ Application was refused subsequent to the entry into force of the selection grid on August\u00a01st<\/sup>,\u00a02013.<\/p>\n

b)\u00a0Group 2<\/strong>: Individuals whose application for a CSQ was filed before February\u00a01st<\/sup>,\u00a02012 or between June\u00a01st<\/sup>,\u00a02013 and July\u00a07th<\/sup>, 2013; and whose CSQ application was refused subsequently to the entry into force of the selection grid on August 1st<\/sup>,\u00a02013.<\/p>\n

c)\u00a0Group 3<\/strong>: Individuals whose application for a CSQ was filed between July\u00a08th<\/sup>,\u00a02013 and March\u00a08th<\/sup>, 2017; and whose CSQ application was refused subsequently to the entry into force of the selection grid on March 8th<\/sup>,\u00a02017.<\/div>\n

\n(the \u201cEligible Class Members<\/strong>\u201d).<\/p>\n

PURPOSE OF THIS NOTICE:<\/strong><\/p>\n

On February 19, 2018, the Superior Court of Quebec (the \u201cCourt<\/strong>\u201d) authorized a class action against the Minister of Immigration, Diversity, and Inclusion (the \u201cMinister<\/strong>\u201d) and the Government of Qu\u00e9bec (collectively, the \u201cDefendants<\/strong>\u201d).<\/p>\n

A Settlement Agreement has been reached between the Plaintiffs and the Defendants. The Settlement Agreement is not an admission of liability on the part of the Defendants.<\/p>\n

Pursuant to the Settlement Agreement, each Eligible Class Member (defined above) is entitled to receive compensation as follows:<\/strong><\/div>\n

a) Group 1: 50% of the fees paid by a member of group 1 to submit his or her CSQ Application;<\/p>\n

b) Group 2: 25% of the fees paid by a member of group 2 to submit his or her CSQ Application; and<\/p>\n

c) Group 3: 25% of the fees paid by a member of group 3 to submit his or her CSQ Application.<\/p><\/div>\n

\nMembership in the Class was closed on\u00a0June 19, 2019<\/strong>. This means that if your application was refused after this date, you are not a member of the Class and are not bound by the terms of the Settlement Agreement.<\/p>\n

On\u00a0June 19, 2019<\/strong>, the Superior Court of Quebec rendered a judgment approving the Settlement Agreement (the \u201cJudgment<\/strong>\u201d).<\/p>\n

SUBMITTING A CLAIM<\/strong><\/p>\n

If you are a Class Member, you are bound by the terms of the Settlement Agreement. Only Eligible Class Members will receive compensation pursuant to the Settlement Agreement<\/p>\n

In order to receive compensation, you have until\u00a0October 17, 2019,<\/strong>\u00a0to fill out the form\u00a0Individual claim form pertaining to class action settlement 500-06-000669-193<\/em>\u00a0which is available at the following website:<\/p>\n

If you choose to submit your claim by regular mail, it must be postmarked by\u00a0October 17, 2019,<\/strong>\u00a0in order to be processed.<\/p>\n

If you do not submit the form through the website or by regular mail by this deadline, you will not receive any compensation from the MIDI.<\/p>\n
